A Heeling horse is the member of a roping team that ropes the back feet of a steer in Team Roping. I have been told those horses need to be of a smaller build and very quick on their turns, where a heading horse (the one that ropes the front end) needs to be of a bigger build as he is baring most of the weight and motion of the steer - he pulls on and turns the steer so the heeler (not sure if I am spelling that right) can zip in and grab the back feet.
